Countries by Taxes less subsidies on products (current LCU)
Iran, Islamic Rep. ranks 1st in taxes less subsidies on products with a value of 7,193,773,266,495,800 current LCU, a figure so large it dwarfs every other country in the dataset. At the bottom, Libya records -9,909,800,000 LCU, meaning subsidies exceed taxes by that margin. The gap between first and last reflects differences in currency scale, economic size, inflation, and the degree to which governments subsidize versus tax production.

Analysis
This metric measures taxes payable less subsidies receivable on goods or services produced as outputs, including other taxes or subsidies on production such as those payable on the labour, machinery, buildings or other assets used in production. Values are expressed in each country's current local currency unit (LCU), with no adjustment for price changes over time, making direct cross-country comparison unreliable without currency conversion. The World Bank indicator code is NY.TAX.NIND.CN. The dataset covers 192 countries, with 190 of 192 (99.0%) reporting data from the last seven years. All 192 datapoints are classified as official quality. The viability check identified 14 extreme outliers at the 3-sigma threshold, and the data range spans from -9,909,800,000 to 7,193,773,266,495,800, a spread of over 72 million percent.
Iran (rank 1) reports a value of 7,193,773,266,495,800 LCU, orders of magnitude above rank 2, Indonesia, at 952,181,700,000,000 LCU. Lebanon (rank 3) follows at 940,353,597,000,000 LCU and Viet Nam (rank 4) at 936,541,992,544,800 LCU. Korea, Rep. (rank 5) records 182,526,400,000,000 LCU and Colombia (rank 6) reports 162,342,000,000,000 LCU. These high absolute values are strongly influenced by each country's currency denomination and general price level rather than purely reflecting the size of the tax base relative to the economy.
Several large economies by global GDP appear much lower in this ranking because their values are expressed in currencies with lower nominal scale. The United States ranks 48th at 829,217,085,000 LCU, Germany ranks 63rd at 407,659,000,000 LCU, and France ranks 70th at 308,804,900,000 LCU. At the bottom of the ranking, Libya records -9,909,800,000 LCU (rank 192), Kuwait -3,536,162,100 LCU (rank 191), Brunei Darussalam -369,599,309.90 LCU (rank 190), and Oman -192,812,044.86 LCU (rank 189), indicating that subsidies on products outweigh taxes in those economies. Timor-Leste (rank 188) and Kiribati (rank 187) also report negative values.
Because all values are in current local currency units, rankings reflect currency denomination as much as economic activity or fiscal policy. A country with a high-inflation currency or a large nominal money supply will mechanically rank higher. No purchasing power or exchange-rate adjustment is applied. The 14 extreme outliers flagged in the viability check suggest that a small number of countries skew the distribution substantially. Additionally, 28 of 192 countries do not report 2024 data specifically, relying on earlier years within the seven-year window, which may reduce comparability for the most recent period.
Methodology
Data source: World Bank World Development Indicators, indicator code NY.TAX.NIND.CN, data year 2024. The metric is defined as follows per the source note: 'Taxes less subsidies on production includes taxes payable less subsidies receivable on goods or services produced as outputs including other taxes or subsidies on production such as those payable on the labour, machinery, buildings or other assets used in production. This indicator is expressed in current prices, meaning no adjustment has been made to account for price changes over time.' Values are in each country's current local currency unit. The ranking covers 192 countries. Of these, 190 of 192 (99.0%) have data from the last seven years, and 164 of 192 (85.4%) report data specifically for 2024. All datapoints are classified as official quality (100%). The viability check identified 14 extreme outliers using a 3-sigma threshold. Average year-over-year change across the dataset is 24.7%. The raw value range is -9,909,800,000 to 7,193,773,266,495,800 LCU, a spread of over 72,592,617% between minimum and maximum.
